What is a HUD 184 loan?

A HUD 184 loan is a mortgage guaranteed through the U.S. Department of Housing and Urban Development’s Section 184 Indian Home Loan Guarantee Program. It helps eligible American Indian and Alaska Native borrowers purchase, build, renovate, or refinance a home.

You apply through a participating mortgage provider. HUD guarantees the loan, while the lender provides the financing.

The program can finance eligible homes on tribal land and privately owned land in approved areas. You do not have to live on a reservation.

Why consider a Section 184 loan?

Section 184 combines several features that can make homeownership more affordable:

  • Low down payment: Generally 2.25% for loans over $50,000. HUD lists a lower requirement for smaller loans.
  • No monthly mortgage insurance: New Section 184 loans currently have no annual loan guarantee fee.
  • Fixed interest rate: The program offers fixed-rate financing with terms up to 30 years.
  • Individual review: Manual underwriting allows an underwriter to evaluate your financial history and documentation.

Who qualifies for a HUD 184 loan?

For individual homebuyers, a key requirement is documented membership in a federally recognized tribe. Your lender will verify your eligibility and review your income, debts, credit history, and available funds.

The home must also qualify. It needs to be in an approved program area, meet applicable property requirements, and serve as your primary residence.

Tribal eligibility is the starting point. Mortgage approval still depends on your ability to repay the loan and the property you want to finance.

Does HUD 184 have mortgage insurance or a guarantee fee?

New Section 184 loans carry a 1.5% upfront loan guarantee fee and no annual loan guarantee fee. The upfront fee can generally be financed into the mortgage.

That means you can avoid an ongoing monthly mortgage insurance charge while making a small down payment. You still need to budget for closing costs, property taxes, homeowners insurance, and any applicable HOA dues.

The annual fee was eliminated July 1, 2023, and older Section 184 loans did not automatically receive that reduction.

Fee update: the upfront fee goes up to 1.5% on October 1, 2026

HUD is raising the Section 184 upfront loan guarantee fee from 1% to 1.5% for loans that receive HUD approval (a firm commitment) on or after October 1, 2026, including refinances. Loans HUD has already approved keep their current fee, and there is still no annual fee.

The Section 184 program extends beyond Arizona through participating lenders in other states. HUD currently lists the following coverage:

Available statewide: Alaska, Alabama, Arizona, California, Colorado, Florida, Georgia, Idaho, Indiana, Kansas, Maine, Maryland, Massachusetts, Michigan, Minnesota, Montana, Nevada, New Mexico, New York, North Carolina, North Dakota, Oklahoma, Oregon, South Carolina, South Dakota, Utah, Virginia, Washington, and Wisconsin.

Available in approved counties only: Arkansas, Connecticut, Illinois, Iowa, Louisiana, Mississippi, Missouri, Nebraska, Rhode Island, Tennessee, Texas, and Wyoming.

Statewide approval does not guarantee that every property qualifies. For states with partial coverage, the specific county must be approved. Modern Home Lending’s Section 184 offering is limited to Arizona.

HUD 184 loan FAQs

Do I have to be a first-time homebuyer?

No. Section 184 is available to eligible first-time and repeat buyers. You still need to meet the program’s occupancy, financial, and property requirements.

What credit score do I need?

HUD’s Section 184 guidelines do not establish a minimum credit score, but participating lenders may impose their own minimums. Your payment history and overall creditworthiness still matter.

Is there an income limit?

Section 184 does not have a program-wide maximum income limit. You do need enough documented, qualifying income to support the mortgage and your other debts.

Can I refinance with a Section 184 loan?

Yes. The program includes no-cash-out, cash-out, and streamline refinance options. Each has its own requirements, and streamline refinancing is for an existing Section 184 loan. Modern Home Lending’s Section 184 refinance options are limited to Arizona properties.

Can I finance a manufactured home or build a home?

HUD permits certain manufactured homes on permanent foundations, new construction, and rehabilitation projects. Availability depends on the property, project, and participating lender. Ask us to review your plans before committing to a property or construction contract.

Can I use Section 184 for a rental property?

Section 184 financing for individual borrowers is intended for a primary residence. Eligible one- to four-unit properties may qualify when you meet the occupancy requirements. A vacation home or property purchased solely as an investment does not qualify.
